Political and partner support Station development works
The risk relates to the loss of support from external stakeholders for the Grand Paris Express, in particular political and administrative, and local or national support. The risk includes an aspect related to the loss of awareness or influence, but also to the loss of support for the project from economic stakeholders. It includes the need to tailor the management of stakeholder relations to the progress of the Grand Paris Express construction programme. Elections in 2021 (regional and departmental) and 2022 (presidential) accentuate the need for Société du Grand Paris to communicate in a coordinated manner with local officials and residents.
These are the technical risks associated with the work involved in developing stations and integrated facilities. This risk relates to non-compliance with the programme defined by Société du Grand Paris, resulting in a delayed opening or, in the worst case scenario, failure to obtain the necessary authorisations to open and operate the station, receive passengers and open shops, or resulting in mechanisms that are inadequate for ensuring that low-carbon modes of transport are used instead of cars.
